Overclock blowout risk

Question
When is the blowout rolled?
Answer
Once at the end of the holder's own activation, at 5% per stack it still holds.
  1. 900.39aThe roll is taken after every effect that activation authored, so the stacks are read at their full value and then risked. Receiving stacks never rolls — only the holder acting does.
  2. 900.39bA blowout Stuns the unit for 2 seconds and clears every stack, losing all of the accumulated Power, Armor, and Speed at once.
  3. 900.39cAt 10 stacks the unit is carrying +50 Power, +10 Armor, and +10 Speed against a 50% chance to lose all of it at the end of its next activation.
  4. 900.39dBlowout is independent of Haywire. A unit can carry both, and both can Stun it.
  5. 900.39eRelentless blocks both Stuns. A self-applied Stun is still a Stun, so a Relentless unit that blows out loses every stack and takes no Stun at all — and a Relentless unit that gained Haywire before it gained Relentless still spends the stack on its next activation without being Stunned.
