Runic and resonance level

- No. Runic changes projected potency on that unit; resonance level still counts each player-acquirable board rune once by tier.
- 900.23aUnits never equip runes or resonances, so there is no unit-held source to add to the level.
- 900.23bA board rune contributes its tier once even when it projects onto several units or reaches a Runic unit at full potency.
- 900.23cThe one global resonance uses that shared level for every eligible allied unit.
