- 800.71aA Tool is untargetable, never activates, and does not count toward resonance level as a rune would.
- 800.71bTools cannot be damaged, healed, shielded, or given a status by ordinary effects. They are consumed by Durability instead.
- 800.71cTools react to authored events through effect packages rather than by taking a turn. A package listens to exactly one of five events: battle start, an ally activating, an ally taking damage, an enemy dying, or a Tool losing its last Durability.
- 800.71dA package that listens to an ally activating also declares which of three passes it runs in: immediately at activation start, after the ally's impact, or after the activation completes. Packages on the other four events resolve when that event fires.
- 800.71eMost packages require adjacency to the unit the event is about, and a package may also carry a chance roll or an Overmatch stat gate. Adjacency, chance, and the gate are all checked before the package resolves, so a rejected package spends no Durability.
